Why do some rebel groups commit to peace negotiation processes while others do not? I put forward a more nuanced understanding of peace negotiation processes to better understand the rebel groups' decision-making during these peace negotiation processes. The main case study for empirical analysis is the Taliban's decision to participate in the Doha Peace Talks (2018-2021).
